Accordingly, a special working committee will be appointed to facilitate, in order to carry out all humanitarian aspects, related to resettlement, rehabilitation and rebuilding process of act in the future, with the purpose of providing deliverance for the people of the North from the clutches of the Tigers.

This, special committee would constitute in its August administrative body, Minister Douglas Devananda as its head, Hon Minister Rishad Badiutheen M.P and Parliamentarian Basil Rajapaksa M.P as members of the committee. This administrative body would undertake a varied range of programs and projects towards the up-liftment of human and life giving programs in the Districts of Mannar, Vavuniya, Kuilinochchi, Mullaitivu and Jaffna in the Northern Province. This would purpose-build the humanitarian infrastructure upgrade march of the people’s living conditions, the embodiment of which are the health services, supply of electricity, an activated irrigation program, a modernized and techno-friendly communication network, constructions of Highways and supply of pure drinking water.

The special committee would also under take an enhanced program to provide the infrastructure facilities, to attain normalcy in the curriculum of education at all school levels and the provision of vocation related training that would provide the avenues for the youth of the North, to accomplish suitable job oriented study programs. Further the spirit of dedication contained in His Excellency’s, forethought ideology “Mahinda Chinthanaya” related to the development of agriculture, husbandry, fishing industry and its related fields, to be implemented in these districts, where by “Mahinda Chinthanaya” becomes a materialistic reality, not only for the man of the South and the Southerners but also to the man of the North and all Northerners in general, fulfilling the thoughts laid down in His Excellency’s wish and purpose for the Northerner becoming a new life giver under the able guidance and leadership of Minister Douglas Devananda.

Further, this administrative body would undertake the responsibility in total, to provide the feasible studies based on the ground reality providing the necessary planning and guidance to all State Ministries, Departments, Corporations and all affiliated bodies related to the “Three R” program, to be undertaken under the direct guidance and administration of this special committee, in the North, in the future.

This special committee, would also provide assistance and guidance to attain a higher degree of perfection, related to this board room program to be of a highly successful scheme of work, in its embryo stage conceived by Minister Douglas Devananda, with the magnanimous support of Minister Rishad Badiutheen M.P and Mr. Basil Rajapaksa M.P, the committee which would grow into a fully grown child from its embryo stage to perfection at the end of the day.
