வடமாகாணத்தில் பல பிரதேச செயலகங்களுக்கு பிரதேச சபை இல்லாத காரணத்தினால் அங்கு உள்ளூராட்சி சபைச் சேவைகள் செயலற்றுக் காணப்படுகின்றன. குறிப்பாக  மருதங்கேணி கண்டாவளை, ஒட்டிசுட்டான், மடு ஆகிய நான்கு பிரதேசங்களும் மிகப் பெரியவை மற்றும் மிகவும் பின்தங்கிய பகுதிகளாக காணப்படுகின்றன. குறித்த பகுதிகளின் அபிவிருத்தி நடவடிக்கைகளுக்காக உள்ளூராட்சி சபைகள் ஏற்படுத்தப்பட வேண்டும் என ஈழ மக்கள் ஜனநாயக கட்சியின் செயலாளர் நாயகம் டக்ளஸ் தேவானந்தா வலியுறுத்தியுள்ளார்.

உள்ளூராட்சி மன்ற தேர்தல் தொடர்பில் பிரதமர் தலைமையில் இன்றையதினம் (24)  நடைபெற்ற அரசியல் கட்சிகளின் தலைவர்களது கலந்துரையாடலின் போதே அவர் இவ்வாறு வலியுறுத்தியுள்ளார்.

அரசியல் கட்சிகளின் தலைவர்களது கலந்துரையாடலில்
டக்ளஸ் தேவானந்தா அவர்கள் முன்வைத்த அறிக்கை!

மாகாண சபைகள் மற்றும் உள்ளூராட்சி கௌரவ அமைச்சர் அவர்களே,
கட்சித் தலைவர்களே,
பிரதிநிதிகளே,

இங்கு சமுகமளிப்பதில் மிகவும் மகிழ்ச்சி அடைகின்றேன். மேலும் உள்ளூராட்சி சபைகள் சம்பந்தமாக சில முக்கியமான விடயங்களை இங்கு கூற விரும்புகின்றேன். முதலில் நுவரேலியா மாவட்டத்திற்கு மேலும் அதிக பிரதேச சபைகள் வழங்க நடவடிக்கை எடுக்கப்படுவதையிட்டு மிகவும் மகிழ்ச்சியடைகின்றேன்.
கௌரவ பிரதம மந்திரி அவர்களே, வடமாகாணத்தில் மேலும் பல பிரதேச சபைகளின் உருவாக்கம் மற்றும் பிரதேச சபைகளின் தரம் உயர்த்தல் சம்பந்தமாகக் கோரிக்கை முன்வைக்க விரும்புகின்றேன். பின்வரும் பிரதேச செயலகங்களுக்கு பிரதேச சபை இல்லாத காரணத்தினால் அங்கே உள்ளூராட்சி சபைச் சேவைகள் – குப்பை அகற்றல், சந்தைப் பராமரிப்பு, நோய்த் தடுப்பு போன்ற சேவைகள் செயலற்றுக் காணப்படுகின்றன. இச் சபைகளாவன  மருதங்கேணி (யாழ் மாவட்டம்), கண்டாவளை (கிளிநொச்சி மாவட்டம்), ஒட்டிசுட்டான் (முல்லைத்தீவு மாவட்டம்), மடு (மன்னார் மாவட்டம்) இந்த நான்கு பிரதேசங்களும் மிகப் பெரியவை மற்றும் மிகவும் பின்தங்கியவையாகும். இங்கு அபிவிருத்தி நடவடிக்கைகளுக்காக உள்ளூராட்சி சபைகள் ஏற்படுத்தப்பட வேண்டும்.

அதே போல் பின்வரும் நகர்களுக்கு நகரசபைகள் உருவாக்கப்பட வேண்டும் என தங்களை மிகவும் பணிவுடன் வேண்டிக் கொள்கிறேன். இந் நகர்கள் – கிளிநொச்சி, முல்லைத்தீவு, மானிப்பாய், சுன்னாகம். சங்கானை, நெல்லியடி. ஆகும்.

கௌரவ பிரதம மந்திரி அவர்களே உங்களுக்குத் தெரியும் கிளிநொச்சி ஒரு மிகவம் பெரிய நகர் என்பது. இது சுமார் 4 கிமீ தூரம் பரந்தன் முதல் முறிகண்டிவரை பரந்து உள்ளது. இது கரைச்சி பிரதேச சபையால் நிர்வகிக்கப்படுகிறது. இந்த சபையால் கிளிநொச்சி நகரத்தின் தேவைகளை பூர்த்திசெய்ய முடியாமல் உள்ளது. மேலும் கரைச்சி பிரதேச சபை கண்டாவளை பிரதேச செயலகத்தையும் நிர்வகிக்கவேண்டி உள்ளது. உங்களுக்கு ஒன்று கூற விரும்புகின்றேன். அதாவது 1991ஆம் ஆண்டுக்கு முன்னர் கிளிநொச்சி நகர சபையாகவே இயங்கி வந்தது. மேலும் கிளிநொச்சி நகர்தான் கிளிநொச்சி மாவட்டத்தின் நிர்வாக நகர். இது விவசாய, வர்த்தக, நிதி மற்றும் கல்வி துறைகளுக்கு வடமாகாணத்தில் உள்ள ஒரு மையமாகும்.

முல்லைத்தீவு நகரும் முல்லைத்தீவு மாவட்டத்தின் நிர்வாக நகராகும். இதுவும் 1991ஆம் ஆண்டிற்கு முன்னர் நகரசபை அந்தஸ்தை அனுபவித்தது. இதே போல் மானிப்பாய், சுண்ணாகம், சங்கானை, நெல்லியடி நகர்களும் 1991ஆம்; ஆண்டிற்கு முன்னர் நகரசபை அந்தஸ்;தைக் கொண்டிருந்தன. இவையாவும் இன்று நன்கு வளர்ச்சியடைந்துள்ளன. இங்கெல்லாம் நகர சபை நிர்வாகம் அமையாததால் நகரங்களின் தேவைகளும் சேவைகளும் மிகவும் பின்தங்கிக் காணப்படுகின்றது. எனவே இங்கு மேலே கூறப்பட்ட பிரதேச சபைகளை வரவுள்ள தேர்தலுக்கு முன் தரம் உயர்த்தி நகர சபைகளாக மேம்படுத்துமாறு தங்களை மிகவும் பணிவுடன் வேண்டிக்கொள்கின்றேன்.

யாழ் நகரமே வடமாகாணத்;திலுள்ள ஒரேயொரு மாநகர சபையாகும். ஆதலால் இத்தருணத்தில் மிகவும் வேகமாக வளர்ந்து வரும் மற்றும் சகல துறைகளிலும் அபிவிருத்தி கண்டுவரும் வவுனியா நகரை மாநகர சபையாக தரம் உயர்த்த வேண்டுகின்றேன். இத் தரமுயர்த்தல் இந் நகரை மேலும் வளர்ச்சியடையச் செய்யும். அங்குள்ள மக்களும் மிக உயர்ந்த சேவைகளைப் பெறமுடியும்.

கௌரவ பிரதம மந்திரி அவர்களே, இத்தருணத்தில் நான் நாட்டின் மற்றைய பிரதேசங்களைப் பற்றி பேசாவிடின் நான் எனது கடமையில் இருந்து தவறியவன் ஆவேன். கிழக்கு மாகாணத்தில் மாகாணத் தலைநகரான திருகோணமலையை மாநகர சபையாகத் தரம் உயர்த்துமாறு வேண்டிக்கொள்கின்றேன். மேலும் செங்கல்லடி, களவாஞ்சிக்குடி, மூதூர், கிண்ணியா போன்ற பிரதேச சபைகளும் நகர சபைகளாக தரம் உயர்த்தப்பட வேண்டும்.
மட்டக்களப்பு மாவட்டத்தில் கோரளைப்பற்று-மத்தி, கோரளைப்பற்று (வாழைச் சேனை), ஆகிய பிரதேச செயலகங்களுக்கு பிரதேச சபைகள் இன்னும் கிடைக்கப்பெறவில்லை. இங்கே பிரதேச சபைகள் இன்மையால் உள்ளூராட்சி சேவைகள் மிகவும் முடங்கிக் காணப்படுகின்றது. தயவு செய்து இவைகளுக்கும் பிரதேச சபைகள் அமைக்குமாறு வேண்டிக்கொள்கின்றேன்.

கௌரவ பிரதம மந்திரி அவர்களே, கல்முனை நகரில் சாய்ந்த மருது பிரதேச மக்களின் பிரச்சனைகளுக்குத் தீர்வு காணும் வேளையில் அங்குள்ள தமிழ்ப் பிரதேச மக்களின் பிரச்சனைகளுக்கும் தீர்வு காணப்பட வேண்டும். இந்தத் தமிழ் மக்களின் பிரச்சனைகளும் துன்பங்களும் நீண்ட காலமாகவே தீர்க்கப்படாமல் உள்ளது. மேலும் இதனால் தமிழ் மற்றும் முஸ்லீம் மக்களிடையே நல்லிணக்கமும், ஒற்றுமையும் பாதிக்கப்பட்டுள்ளது.

தாங்கள் நாட்டில் சமூக, இன நல்லிணக்கத்திற்காக குரல் கொடுத்து அதை பலப்படுத்தி வருகிறீர்கள். ஆதலால் இந்த கல்முனை விடயத்தை விரைவில் தாங்கள் கவனத்தில் எடுத்துக்கொண்டு தீர்த்து வைக்கவேண்டும்.

கௌரவ பிரதம மந்திரி அவர்களே, வடகிழக்கு மாகாண உள்ளூராட்சி விடயங்களைக் கூறியுள்ளேன். தற்போது தெற்கில் மாத்தறை மாவட்டத்திலுள்ள வெலிப்பிட்டிய பிரதேச செயலகத்தைப் பிரதேச சபையாக்குமாறும் மற்றும் அக்குரஸ, தெனியாய, அக்மண போன்ற நகர்களை நகர சபையாக்குமாறும் மிகவும் தாழ்மையுடன் வேண்டிக்கொள்கின்றேன்.

உள்ளூராட்சி சபைகள் உருவாக்கம், தரமுயர்த்தல் சம்பந்தமாக ஐம்பதிற்கு மேற்பட்ட விண்ணப்பங்கள் முடிவு காணப்படாமல் நீண்ட காலமாகத் உள்ளூராட்சி அமைச்சிடம் உள்ளதாக அறிகின்றேன்.

கௌரவ பிரதம மந்திரி அவர்களே, அண்மையில் நான் அறிந்தவரையில் 15 உறுப்பினர்கள் கொண்ட குழுவினர் உள்ளூராட்சி சபைகள் அமைக்கவும், தரம் உயர்த்தவும் தகுதிகள் யாவை என வரையறுத்துள்ளதாக அறிகிறேன். ஆனால், இக் குழு மிகவும் பின்தங்கிய, மக்கள் அடர்த்தி குன்றிய பிரதேசங்களான வடமத்திய மாகாணம், வடமாகாணம், கிழக்கு மாகாணம், ஊவா மாகாணம் போன்றவற்றின் பிரச்சனைகளைப் புரிந்துகொள்ளத் தவறியுள்ளனர். மேலும் இக் குழுவில் சிறுபான்மை இனத்தவர்களின் பிரதிநிதித்துவம் எதுவும் கிடையாது. இவர்களின் பரிந்துரைகள் மேற்கூறப்பட்ட பின்தங்கிய பிரதேசங்களுக்கு பெரும் பாதிப்பை ஏற்படுத்தவல்லது.
கௌரவ பிரதம மந்திரி அவர்களே மேலே நான் கோரி இருக்கும் விடயங்களை விரைவில் வர இருக்கும் தேர்தலுக்கு முன் தாங்கள் கருத்தில் எடுத்துக்கொண்டு, அவற்னை நிறைவேற்ற ஆவண செய்ய வேண்டும் என மிகவும் தாழ்மையுடன் கேட்டுக்கொள்கிறேன்.

Dear Hon. Prime Minister,

 Hon. Minister of Provincial Councils and Local Government,

Party leaders and Representatives,

I am happy to be here and air my views on some important matters in relation to local government. I am delighted to hear that action being taken to increase the number of local bodies in the Nuwara Eliya district.

Hon. Prime Minister, I would like to bring to your attention the local government problems especially creation and upgrading of local authorities in the Northern Province. The absence of Pradeshiya sabhas in the four following divisional secretariats namely Maruthankeni (Jaffna District), Kandawalai (Killinochchi District), Oddichuddan (Mullaitivu District) and Madhu (Mannar District) has been seriously affecting the local government works such as administering public markets, solid waste collection and disposal and many other service facilities to the people. All four areas mentioned above are very large and under-developed and needs proper local authorities for development.

Similarly, I would like to request to create urban council status for the following towns Killinochchi, Mullaitivu, Manipay, Chunnakam, Chankanai and Nelliady.

Hon. Prime Minister, you are aware the Killinochchi town is a big urban area stretching nearly 4 Km from Paranthan to Murukandi on A9 and it is administered by Karachchi Pradesiya Shabha which does not have the necessary capacity to attend to the Killinochchi urban requirements. Karachchi Pradesha shaba is also administering Kandawala DS area. It is a matter of fact the Killinochchi town had enjoyed town council status prior to 1991. Hon.Prime Minister you are aware that the Killinochchi town is the administrative center of the district and a leading agricultural, commercial, financial and educational center in the Northern Province.

Mullaitivu town is also the main administrative center for the whole district and had enjoyed town council status prior to 1991. The absence of urban council status is greatly affecting the development and service provisions of the people.

Manipay, Chunnakam, Chankanai and Nelliyadi towns, had also enjoyed town council status prior to 1991 and now all four towns have grown up and need upgrading to urban council. The present pradeshiya Shabhas could not manage the needs and development of these towns. So I humbly request you to take early action to upgrade the said towns before the proposed local government election.

In the Northern Province, Jaffna city is the only municipal council. At this stage, I would like to request you to consider upgrading the fastest growing and dynamic town of Vavuniya as a municipal council. This upgrading will help to accelerate the development of Vavuniya town further and the people of the city will get better amenities and service facilities.

Hon. Prime Minister, at this juncture if I do not speak the aspirations of other parts of Sri Lanka I would be failing in my duty. In the Eastern Province I request you to consider upgrading Trincomalle town as Municipal council and upgrading Chenkalady, Kaluwanchikudi, Kinniya, Muttur, as urban councils.

Koralaipattu central and Korallaipattu (Valaichchenai) divisional secretariats in the Batticoloa districts are without separate pradeshiya shabas. The absence of separate pradeshiya shabas has been affecting the day to day local government functions of the two divisions. Please create Pradeshiya Shabas for the two above divisions.

Hon. Prime Minister in Kalmunai whenever you take a decision regarding the request of Sainthmaruthu division people please find a solution for the Kalmunai Tamil division people also. The problem and suffering of Kalmunai Tamil People has been going on for a long time and also creating disharmony among Tamils and Muslims of the area.

You have been advocating and building, social and ethnic harmony in the country but the Kalmunai situation needs your special attention early.

Hon. Prime Minister, since I have highlighted the Northern and Eastern provinces issues, I would like to request you to give separate pradeshiya shaba to the Welipitiya divisional secretariat in the Matara district which is now part of Weligama DS and also to give Akuressa, Deniyaya, Akmana etc. towns urban council status.

I understand there are nearly fifty requests regarding creation and upgrading of local authorities lying in the Ministry for a long time without solutions.

Hon. Prime Minister I understand that recently the fifteen member committee worked out criteria for creating and upgrading of local authorities. But the committee had failed to understand the problems of the sparsely populated, underdeveloped regions such as NCP, NP, EP and Uva. Further there were no members of ethnic minorities in the above committee and their recommendations are harmful to the developing areas.

Hon. Prime Minister, I humbly plead you to pay early attention to my above requests before the impending local government election.
